Since its establishment, the provincial public construction center has undertaken a total of 98 centralized construction projects, with a total investment of 24 billion yuan and a total construction area of 3.33 million square meters. As an important part of ensuring the quality of construction projects, it is very necessary and urgent to carry out systematic inspection in all aspects of material and equipment selection, entry inspection, installation and use.
The inspection team made careful plans and arrangements for this special inspection, assigned special personnel to be responsible for the preparation of the special inspection plan, selected ten centralized construction projects to be delivered, including the materials discipline building project of Nanjing University of Posts and Telecommunications, the first phase of the Niusoushan Branch of the Provincial Hospital of traditional Chinese Medicine, and scientifically arranged the inspection workflow for the management of project equipment and materials, entry for review, inspection and re-inspection, maintenance, change management, etc, carry out comprehensive, multi-dimensional, and in-depth comprehensive inspections to ensure that the work is effective, and all participating units actively cooperate with the inspection team in various arrangements and deployments.
Strict inspection to build the bottom line with better standards
The inspection team, together with the professional engineers of the project supervision unit, shall inspect the materials and equipment of the project, review and inspect the product trademarks of the equipment and materials, compare the design technical requirements, compare the contract purchase quantity, delivery quantity and actual consumption, and contact the distributor and the original factory site to review the doubtful items.
In the process of inspection, the staff of the inspection team shall strictly inspect the forms item by item, carefully inspect the archived materials of the whole process of equipment and material management, fill in the inspection record forms and lists in time, and ensure the implementation of material and equipment inspection with efficient and professional technical level and rigorous and pragmatic working attitude.
Improve quality and efficiency, with more practical measures to ensure quality.
After more than a month of on-site inspection, the special inspection of materials and equipment of the provincial public construction center has greatly improved the level of on-site management. Some projects have performed well in the aspects of materials and equipment application for examination and inspection, material on-site management, installation appearance quality, etc., reflecting the professional level of on-site management.
The inspection team carefully sorted out 13 problems in four aspects: design, material selection, on-site management, and participating units, and made 14 cause analyses, and from system construction, performance evaluation, application of inspection results, feedback mechanism, and brand change., Strengthen training and other six aspects put forward 18 rationalization suggestions. At the same time, all participating units are required to rectify one by one according to the results of this inspection, draw inferences from one another, further improve relevant systems, implement responsibilities at all levels, and strictly grasp all gates to ensure that the quality of materials and equipment is controllable and the source can be traced.
In the next step, the provincial public construction center will further strengthen the system and standardization construction, improve the contract and performance evaluation terms, increase the frequency of exchange and learning and personnel training, strengthen the project site management, take the project quality improvement as the main line, strengthen the quality management on the basis of ensuring the project progress and epidemic prevention and control, and strive to continuously promote the high-quality development of the centralized construction mode of non-profit engineering projects invested by the provincial government.
