The Provincial Development and Reform Commission, the Department of Education, and the Department of Housing and Urban-Rural Development conducted a special study on the centralized construction of education-type government-invested projects

     On the morning of November 17, the Social Development Division of the Provincial Development and Reform Commission, the Development Planning Division of the Provincial Department of Education, and the Centralized Construction Management Division of the Government Investment Projects of the Department of Housing and Urban-Rural Development held a special meeting to study the centralized construction of education-type government-invested projects. Hao Lin, Director of the Social Development Division of the Provincial Development and Reform Commission, Chen Zhongbin, Deputy Director of the Development Planning Division of the Provincial Department of Education, Jiang Wei, Deputy Director of the Centralized Construction Management Division of the Government Investment Projects of the Provincial Department of Housing and Urban-Rural Development, Chen Haili, General Manager of the Provincial Public Construction Center, and Deputy General Manager Li Zaili attended the meeting.

   The meeting notified the provincial universities in our province“Thirteen Five”Since the implementation of infrastructure projects, we have made arrangements for the next step of centralized construction in education, and discussed the main considerations for further improving the investment management of capital construction projects in provincial universities in our province.

   The meeting agreed that the Provincial Development and Reform Commission will work with relevant departments and bureaus to further improve the system and strengthen supervision based on centralized construction management measures to ensure the smooth and healthy development of centralized construction of government-invested projects.

   Since the implementation of centralized construction of the Shuangchuang Building Project of Nanjing Industrial Vocational and Technical College, the Provincial Public Construction Center has undertaken a total of 41 centralized education construction projects, with a total investment of approximately 9 billion yuan and a total construction area of approximately 1.3 million square meters. At present, 7 projects have been put into use, 13 projects have started comprehensive construction, and the remaining projects are carrying out feasibility studies and preliminary design work in an orderly manner. The Provincial Public Construction Center has always been guided by effectively meeting the needs of the users, especially the dormitory projects delivered this year, involving more than 8000 new beds. Through careful arrangements and active policies, the Provincial Public Construction Center has carried out in-depth cooperation, scientific organization, and professional management, overcome the impact of unfavorable factors such as the epidemic, achieved project delivery on schedule and ensured that freshmen started school on schedule. The effectiveness of centralized construction of provincial-level education government-invested projects has initially shown, which has effectively promoted the reasonable determination of construction needs and investment control targets, effectively curbed the occurrence of over-scale, over-standard, and over-budget construction in engineering construction, and promoted the level of construction management.
