The Provincial Department of Housing and Urban-Rural Development specially supervises the performance evaluation of the centralized construction units of the Provincial Public Construction Center

   On the morning of November 9, Cao Liangchun, Director of the Centralized Construction Management Division of Government Investment Projects of the Provincial Department of Housing and Urban-Rural Development, led a team to the Provincial Public Construction Center to supervise and promote the performance evaluation of centralized construction units. Jiang Wei, deputy director of the Centralized Construction Management Division, accompanied the survey, and all members of the leadership team of the Provincial Public Construction Center participated in the survey.

   At the research meeting, General Manager Chen Hailu reported on behalf of the leadership team of the Provincial Public Construction Center on the overall situation of the current centralized construction project, the recent delivery of projects and the latest quarterly performance evaluation work.

   During the investigation, Deputy Director Jiang Wei pointed out that the Provincial Public Construction Center has recently delivered seven projects in a centralized manner. It is necessary to sort out and analyze and summarize the key and difficult points of the delivered projects, and apply effective experience to projects under construction to provide a model for the construction of centralized construction projects across the province.

   During the investigation, Director Cao Liangchun emphasized that the Centralized Construction Management Office is taking the lead in organizing a semi-annual comprehensive inspection of non-profit engineering projects invested by the provincial government. The Provincial Public Construction Center must attach great importance to it, cooperate closely, reward the best and punish the worst, and improve the quality and safety level of centralized construction projects; Promoting centralized construction projects requires relying on a sound institutional system. The Provincial Public Construction Center must further carry out research on topics, establish and improve various centralized construction management systems, and ensure the smooth completion of centralized construction tasks with high-quality institutional construction.

   In December 2019, the Provincial Public Construction Center established a performance evaluation mechanism for participating units in accordance with the requirements of the "Measures for the Management of Centralized Construction of Non-Profit Projects Invested by Provincial Governments of Jiangsu Province." In the past two years, performance evaluations have been carried out seven times, involving 669 sub-participating units, and the red and black list of participating units has been piloted, which has effectively promoted the improvement of the performance capabilities of participating units and the improvement of the quality and safety level of centralized construction. The Provincial Public Construction Center has launched the revision of a new version of the "Measures for the Management of Performance Evaluation of Participating Units". In the next step, under the guidance of the Centralized Construction Management Office, it will further improve the performance evaluation mechanism of centralized construction participating units, solidify performance evaluation factors, refine performance evaluation standards, strengthen the application of performance evaluation results, and form a closed-loop contract management process. ?
