The group company held the 2021 Rule of Law Work Conference

　　In order to summarize the rule of law work of the group company, implement the requirements of the Provincial State-owned Assets Supervision and Administration Commission's 2021 Rule of Law Work Promotion Meeting, and study and arrange key tasks for rule of law work in 2021. On June 24, the group company held the 2021 Rule of Law Work Conference and a special training lecture on the construction of legal state-owned enterprises. Song Qinbo, Chairman of the Group Company, Huang Rugeng, Deputy General Manager, General Counsel and Chief Compliance Officer of the Group Company, attended the meeting and delivered a speech. Gao Ping, Director of the Comprehensive Department of the Provincial State-owned Assets Supervision and Administration Commission (Policy and Regulation Department), attended the meeting and gave a special lecture on "Promoting Legal Supervision and Building State-owned Enterprises".

　　At the meeting, the spirit of the Provincial State-owned Assets Supervision and Administration Commission's 2021 Provincial Enterprise Rule of Law Work Promotion Meeting was conveyed and studied, and the group's legal dispute cases were reported. Haitou Company and Jiangsu Complete Equipment Co., Ltd. exchanged speeches on the legal work of the enterprise. Deputy General Manager Huang Rugeng delivered a report on the rule of law entitled "Effectively Strengthening the Construction of Zhongjiang under the Rule of Law and Promoting the Group's Rule of Law to a New Level", which reviewed and summarized the work results achieved by the group company in building state-owned enterprises under the rule of law in recent years; analyzed the rule of law work. Problems and deficiencies still exist in the work; in order to strive to promote the group company's rule of law to achieve better results, detailed arrangements and arrangements were made for the next stage of rule of law work.

It was emphasized that the rule of law work should be further promoted from three aspects: improving the construction of the institutional system, strengthening the main responsible person to perform the duties of the first responsible person for rule of law work, and strengthening accountability for violations. Second, rule of law work must actively expand its work field and actively integrate into enterprise operation and management. It is pointed out that governance according to law is not only aimed at legal managers, but should be aimed at managers in all links. Enterprises must first operate in accordance with the law, establish a sense of the rule of law, and implement“according to law”Embedding it into all business operation systems, it must be guaranteed in terms of rules, regulations, and work processes, and implemented in actual work.“two skins”; Secondly, we must safeguard our rights in accordance with the law. If losses are discovered during operations, as long as they are not caused by market conditions or macro factors, they must be resolved in a timely manner, and cannot wait until“tracing”out or“Can't hide”At the same time, we must protect the interests of our employees in accordance with the law, and effectively safeguard the legitimate rights and interests of the most grassroots employees, so that employees can have a sense of identity with the company, and let employees truly feel the benefits brought by the development of the company. The third is to further strengthen the publicity of the rule of law, enhance all employees 'awareness of the rule of law, and form a good cultural atmosphere of the rule of law. Propaganda of the rule of law should be carried out from multiple angles and forms from both positive and negative aspects. Fourth, it is necessary to further allocate legal compliance agencies and establish positions, and strengthen the construction of a talent team for rule of law work. On the basis of introducing the background, responsibilities, and systems of the state-owned assets management department's supervision in accordance with the law, he explained in detail the development process of the legal construction of state-owned enterprises in terms of institutional basis, SASAC's requirements and other aspects, and at the same time, he put forward work suggestions for the legal construction of group companies.
