The meeting focused on studying documents such as the "Centralized Procurement Organization Establishment and Management Plan" and the "2018 Centralized Procurement Catalog and Limit Standards of Engineering Materials" issued by the group company, as well as the "Implementation Rules for Engineering Materials Procurement" and "Engineering Materials Procurement" issued by New Materials Company. Operating systems such as the "Work Specifications for Unified Signing of Procurement Contracts".
At the beginning of operation, New Materials Company issued the "Detailed Rules for the Implementation of Engineering Materials Procurement (Trial)", which clarified and refined the centralized procurement of engineering materials from six aspects: basic principles, processes and requirements that must be adhered to in the procurement of engineering materials, contract signing and performance, contract payment, warehouse entry and exit management and shipment arrangements, and supply. Completed the preparation of 19 basic internal control systems including strategic management system, human resources management system, and contract management system, and issued supporting operating systems such as supplier management methods, procurement file management work specifications, expense reimbursement management methods, and seal management implementation methods.
Wang Guozhang conveyed the spirit of the document "Implementation Plan on Carrying out the" System Implementation Year "Activities issued by the Party Committee of the Group Company. He pointed out that it is necessary to take the implementation of the "Year of System Implementation" activity as an opportunity to insist on putting the system first and further establish and improve the internal control system of New Materials Company.
